Recently, the Ministry of Housing and Urban-Rural Development issued a decision on amending three regulations, including the Measures for the Administration of Construction Permit for Construction Projects. It is understood that the “Decision of the Ministry of Housing and Urban-Rural Development on amending three regulations, including the Measures for the Administration of Construction Permit for Construction Projects” has been reviewed and approved at the 16th ministerial meeting on January 26, 2021, and will be implemented as of the date of promulgation.

In order to implement the concept of green development, promote green construction, improve the quality of construction projects and promote the high-quality development of the construction industry, the Ministry of Housing and Urban-Rural Development organized and compiled the Technical Guideline for Green Construction (Trial), which was recently issued. The Guideline is divided into seven contents: general rules, terminology, basic regulations, green planning, green design, green construction and green delivery. It is applicable to the green construction of newly-built civil buildings, industrial buildings and related ancillary facilities, and can also be implemented by reference to the reconstruction or expansion of existing buildings.

In order to standardize the construction and operation management of the examination and approval management system of engineering construction projects and further promote the reform of the examination and approval system of engineering construction projects, the Ministry of Housing and Urban-Rural Development formulated the Interim Measures for the Administration of Engineering Construction Project Approval Management System in accordance with the deployment requirements of the Implementation Opinions of the General Office of the State Council on Comprehensively Carrying out the Reform of the Examination and Approval System of Engineering Construction Projects, which was recently issued.
