Background: Since the Administrative Measures for General Contracting of Housing Construction and Municipal Infrastructure Projects was officially implemented, efforts have been made to promote the development of general contracting mode. Jiangsu Province, Zhejiang Province and Shandong Province have successively issued documents to promote the development of general contracting mode.
Comments: Jiangsu Province issued the Implementation Opinions on Promoting the Development of General Contracting of Housing Construction and Municipal Infrastructure Projects, Zhejiang Province issued the Implementation Opinions on Further Promoting the Development of General Contracting of Housing Construction and Municipal Infrastructure Projects (Draft for Soliciting Opinions), and Shandong Province issued the Ten Measures for Implementing the Administrative Measures for General Contracting of Housing Construction and Municipal Infrastructure Projects to promote the development of general contracting mode. Three major construction provinces have issued documents one after another to guide and promote the development of general contracting mode with the power of the government, which will form a demonstration effect in the whole country. In the future, the overall implementation of the general contracting mode will be accelerated.
Compared with the Administrative Measures for General Contracting of Housing Construction and Municipal Infrastructure Projects issued by the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission, the documents issued by the above three provinces have outstanding characteristics.
First, encourage the government and state-owned funds to invest in housing and municipal projects to implement the general contracting mode. Jiangsu Province and Zhejiang Province clearly put forward that under the premise of clear construction content and mature technical scheme, government investment projects and projects with state-owned capital holding or leading position should take the lead in implementing general contracting. Jiangsu Province further requires that all localities should specify that no less than 20% of the projects dominated by state-owned capital investment should be implemented as general contracting. Shandong Province stated that the government and state-owned funds invested in housing and municipal projects should implement general contracting in principle, and social investment projects should be encouraged to implement general contracting. This is an extension of the spirit of management measures.
Second, standardize the contract management. Jiangsu Province and Zhejiang Province put forward that in principle, government investment projects should be contracted out after the preliminary design examination and approval is completed. The measures in Shandong Province are clear: in principle, large and medium-sized construction projects invested by the government or state-owned funds should be contracted out after the preliminary design examination and approval and budget estimation are completed, while other projects can be contracted out after examination, approval or filing.
Third, put forward the goal of cultivating key enterprises. Jiangsu Province proposes that by 2025, all government-invested prefabricated construction projects will adopt the general contracting method, and more than 200 units with general contracting capacity will be cultivated and developed in Jiangsu Province. Shandong Province put forward the requirement of cultivating the backbone of the industry. Zhejiang Province stated that it will cultivate key enterprises and strive to basically improve the project general contracting policy system and supervision system by the end of 2022; By the end of 2025, the general contracting market will basically take shape.
