In order to implement the concept of green development, promote green construction, improve the quality of construction projects and promote the high-quality development of the construction industry, the Ministry of Housing and Urban-Rural Development organized and compiled the Technical Guideline for Green Construction (Trial), which was recently issued.

The Guideline is divided into seven contents: general rules, terminology, basic regulations, green planning, green design, green construction and green delivery. It is applicable to the green construction of newly-built civil buildings, industrial buildings and related ancillary facilities, and can also be implemented by reference to the reconstruction or expansion of existing buildings.

The Ministry of Housing and Urban-Rural Development has made it clear that green construction should integrate the concept of green development into the whole process of project planning, design, construction and delivery, and fully embody the overall characteristics of greening, industrialization, informationization, intensification and industrialization. Also, factors such as construction quality, safety, efficiency, environmental protection and ecology should be considered as a whole, and the whole process of project planning, design, construction and delivery should be integrated to improve the construction level and quality; We should fully reflect the green requirements, effectively reduce the consumption of resources and the impact on the ecological environment during the whole construction process, reduce carbon emissions, and improve the green level of construction activities as a whole; Systematic integrated design, lean production and construction and integrated decoration should be adopted to strengthen the popularization and application of new technologies and improve the industrialization level of construction methods as a whole; It is advisable to effectively adopt BIM, Internet of Things, big data, cloud computing, mobile communication, blockchain, artificial intelligence, robots and other related technologies in combination with actual needs to improve the informationization level of construction means as a whole; Organization and management methods, such as general contracting and whole-process engineering consultation, should be adopted to promote the deep collaboration among design, production and construction, and improve the intensive level of construction management as a whole.
