In order to standardize the construction and operation management of the examination and approval management system of engineering construction projects and further promote the reform of the examination and approval system of engineering construction projects, the Ministry of Housing and Urban-Rural Development formulated the Interim Measures for the Administration of Engineering Construction Project Approval Management System in accordance with the deployment requirements of the Implementation Opinions of the General Office of the State Council on Comprehensively Carrying out the Reform of the Examination and Approval System of Engineering Construction Projects, which was recently issued.

According to reports, the Interim Measures include general rules, system functions and working systems, system operation management, supervision and management, operation guarantee, and six chapters of supplementary regulations, totaling 37 items. The engineering construction project examination and approval management system referred to in the Interim Measures is divided into national, provincial (autonomous regions) and urban engineering construction project examination and approval management systems, covering all examination and approval, service and management matters in the whole process from project establishment to completion acceptance and public facilities access service, including administrative licensing, filing, evaluation, technical review, daily supervision, intermediary services and municipal public services. In addition to special projects and major projects in the fields of transportation, water conservancy, energy, etc., housing construction, urban infrastructure and other engineering construction projects should be included in the engineering construction project approval management system for management.

The Ministry of Housing and Urban-Rural Development requires that all localities should, guided by better and faster convenience for enterprises and the masses, earnestly implement the responsibilities of all parties involved in the construction, operation and management of the examination and approval management system for engineering construction projects, improve the working mechanism, strengthen departmental coordination, continuously improve the system functions, implement various reform measures, do a good job of interconnection and information sharing with relevant information systems such as the online examination and approval supervision platform for investment projects, and strive to promote online processing of engineering construction projects throughout the whole process, improve the efficiency of examination and approval services, speed up the formation of an online and offline integrated examination and approval management system, and guarantee the successful implementation of enterprises' resumption of work and production and engineering construction projects.
